Technical Regulations Certificate for Russia, Kazakhstan or Belarus. Certificate of compliance with the Technical Regulations. This is one of the most demanded documents enabling foreign production in Russia. This document proves that the product meets the requirements of the Technical Regulations. The law "of the technical Rules" was developed from 1 April to 30 September 2002 by a non-profit organization "Thesaurus - marketing", it was adopted by the Duma of Russia in the same year on December 27.

There are many reasons for which the Technical Regulations were created. First of all, it was meant to be voluntary certification of products placed in the market, but with the need of maintaining the specified requirements, the certification was a voluntary-compulsory. Voluntary certification is still valid in the form of GOST-R certification or in the ISO system; however, in accordance to Technical Regulations it is mandatory to obtain certification on the products that are on " One list of production subject to mandatory confirmation of conformity". The list was adopted by the decision of the Government of Russian Federation on 13.11.2010.This list can be found on the government website, and related customs procedures websites. Regulations are general and specialized. The general rules include postulates regarding biosafety, fire, exploitation and recycling, environmental, etc.

Another reason this certification was created is the GOST-R, it does not always meet modern safety requirements for production, transportation and storage of the goods and the Technical Regulations certificate defines clearly the principles and the objectives to be met:
  • protection of nature and the environment, people and their property;
  • protection of the state property;
  • anticipation of activities that may have adverse effects;
  • securing energy effectiveness
After signing of the agreement by Russia, Belarus and Kazakhstan regarding Customs Union, the state standards do not longer apply, supranational norms took effect and the Technical Regulation is the collection of the norms and regulations regarding production, transportation and implementation of the goods in Customs Union. It aims to protect the safety of customers and secure compliance with the standards. Before joining the Customs Union, the legislative power of the regulation of the norms was with the Russian Federal Government, Ministry of Industry and Trade and the State Duma of Russia, now that power lies only with the Commission of the Customs Union.

Technical Regulations Certificate is issued for 1, 3 or 5 years for mass production or for an indefinite period. This is to frequently verify the compliance with the Customs Union of those products that require it. Also to simplify the procedure of compliance for produce that does not need to be checked periodically.

Technical Regulations amends the nomenclature of production, the period of validity of the certificates. Technical Regulations also requires different marking of the packaging, this is designed to isolate products that meet the most modern standards of the Customs Union. Regulations contain the name and description of the product, principles and schemes confirming the conformity of production. All requirements of the Regulations are required to be met. There is a general structure of such a certificate, which looks like this:
  • General provisions of the technical regulations. This also applies to the definitions, scope, etc;
  • Product requirements in terms of its security;
  • The requirements for products of manufacturing processes regarding their safety
  • Methods for assessment of compliance.
  • Transitional provisions.
